| Abstract: | Contemporary organizations operate within conditions of persistent uncertainty, where the capacity to perceive and respond to environmental signals depends not only on the information available, but on the structures, relationships, and media through which signals become relevant. This research asks: if uncertainty is an inherent condition of reality, how might relevance be consciously embedded increasing organizational viability in perceiving, translating, and acting upon signals? A narrative synthesis approach brings together literature from Relevance Theory, anticipatory systems, media and mediation theory, systems thinking, organizational cybernetics, and Futures Literacy, to trace recurring patterns across disciplines and recursive levels of organization. The Viable System Model (VSM) was selected as an example to examine organizational behaviour due to its ability to diagnose systemic viability and adaptation to change. The synthesis suggests that relevance can be understood as a recursive systemic function through which perception, mediation, anticipation, translation, regulation, and action continually shape one another, and that viable systems may increase their capacity to adapt to uncertainty by preserving diverse relevances and anticipatory variety while creating mechanisms through which those differences can become intelligible and actionable.
